The rule is a bit arbitrary, we were looking at a MY10 Ralliart that was built in October 09 and could not get an exemption. If it was an identical car built three months later it would have been approved.

And the rule is that you have to have served your probationary licence period of three years, so if you didn't get your licence until you were 20, you are banned until you are 23.
